The valuer/surveyor posts are open to suitably qualified applicants on a permanent contract, with consideration given to candidates seeking either full time, or part time hours.

Trainee valuer/technician positions are also available at a lower salary grade.

The Technical Assistant post is open to candidates holding a surveying related HND (or equivalent), though applicants lacking surveying qualifications will be considered, with placement at a lower scale starting at £26,729.

  • Principal Administration Officer
    Location: Woodhill House

    We are seeking a committed and highly organised professional to join our team as Principal Administration Officer. This is an excellent opportunity to play a central role in delivering key statutory functions across the Grampian area and to lead a dedicated administrative and electoral registration team.

    Working closely with the Assessor & Electoral Registration Officer, your primary role will be to take responsibility for managing all aspects of electoral registration. In addition, you will be responsible for ensuring the effective supervision and development of administrative staff in a multi-disciplinary team dealing with other statutory functions including the non-domestic Valuation Roll and the Council Tax Valuation List. This varied and rewarding role offers the chance to contribute to high quality public services in a dynamic and supportive environment.

    Key Responsibilities

    Lead Electoral Registration Activities
    • Manage all aspects of Electoral Registration across the Grampian area.
    • Ensure the timely publication of the Registers of Electors in accordance with statutory deadlines.
    • Oversee configuration, maintenance and updates to the Electoral Management System.
    • Coordinate the annual household canvass and ensure the efficient processing of all registration and absent voting applications.
    • Manage arrangements for issuing electoral correspondence, including invitations to register and postal/proxy voting documentation.
    • Liaise with Returning Officers and elections teams regarding elections and referenda, including the issue of poll cards and absent voter information.
    • Prepare and submit statutory statistics to National Records of Scotland, the Electoral Commission and other bodies.
    • Oversee implementation of electoral boundary reviews.
    • Maintain electoral registration focused plans, risk registers and performance standards.

    Manage Statutory Documentation
    • Assist with the preparation and publication of the Valuation Roll and Council Tax Valuation Lists.
    • Ensure the issue of all statutory notices relating to valuation functions.
    • Oversee the issue of Assessor Information Notices and Civil Penalties.

    Lead, Supervise and Develop Administrative Staff
    • Supervise, train and support Administrative staff, ensuring effective deployment of resources.
    • Develop and maintain administrative procedures and instructions across all departmental functions.
    • Oversee recruitment, interviews and selection activities for Administrative posts.

    General Responsibilities
    • Manage electoral correspondence as required.
    • Draft reports, notes and memoranda in consultation with the Assessor & ERO.
    • Assist in budget preparation and attend Management Team meetings.
    • Support the Board’s commitment to Best Value, including procurement and performance reporting.

  • VALUERS / SURVEYORS

    Locations: Aberdeen, Banff and Elgin  (Hybrid working)

    Position Type: Permanent, Full Time (36.25 hours per week) or Part Time also available. 

    Salary etc: £37,756 – £40,527 or £44,410 – £47,370 p.a. depending on experience plus Essential Car User Allowance, Pension Scheme & Flexible/Home Working.  Relocation package up to £6,480.

    Applicants should be computer literate and have excellent communication and team working skills together with an enthusiastic, self-motivated and flexible approach to work.  

    The successful applicant will be expected to travel efficiently and effectively between various work locations to meet the operational requirements of the Service.  Due to the rural nature of Grampian this is normally undertaken by use of a car. On occasion, such at the approach to a revaluation deadline, annual leave may be restricted and there may be a requirement to work additional hours, including evenings, weekends and bank holidays. Our staff are currently working on a blended home/office working basis.

    The Grampian Assessor & Electoral Registration Officer requires a Technical Assistant based in Elgin to survey and value properties for Non-Domestic Rating and Council Tax purposes.

    The successful candidate will benefit from a rewarding workload of diverse subject types in both the domestic and non-domestic sectors and from a valuable pension scheme, car allowance, flexible working hours and 35 days annual leave (including public holidays) rising to 39 days after 5 years’ service.

    Applicants should ideally hold a surveying related HND or equivalent (Salary scale £35,249 – £42,148). Applicants lacking surveying qualifications will be considered with placement on a lower scale starting at £26,729 per annum, with possible progression to the higher levels noted above via the Assessor’s Career Grade Scheme. Applicants must be computer literate and should have excellent communication and team working skills together with a flexible approach and outlook.
